Best WoW PvP private sever?

what is the best wow private sever with full pvp realm? this well be first time really to play on one went though top 100 tried a few and fount out that after building your toon that ether 1 there was ho horde or no allie to Que for bg, or the donor gear was so out there they one hit you. I'm looking for one that runs cata, full pvp with or with out instant lvl 75-85. gear fair to get. and is not controlled by donors, and fair on down time. dose not have to be blizz like or anything just some thing fun and not where your standing around for hours waiting for 15 min bg. need to have class and spells working, bg's and arena. thanks
